The “Silk Road Economic Belt” and “the 21st-century Maritime Silk Road”, also known as the “Belt and Road Initiative” or B&R, is a strategic concept proposed by Chinese President Xi Jinping in September and October, 2013 with an aim to rejuvenate the two ancient trading routes and further open markets in a mutually beneficial manner. On 4 November 2014, the B&R initiative was further confirmed as a national strategy by the 8th session of the Central Leading Group on Financial and Economic Affairs presided over by President Xi. The National Development and Reform Commission, Ministry of Foreign Affairs, and Ministry of Commerce of the People's Republic of China jointly released "Vision and Actions on Jointly Building the Silk Road Economic Belt and 21st Century Maritime Silk Road" on 28 March 2015 to outline the roadmap of the “Belt and Road”. Covering nearly 60 emerging economies and developing countries and accounting for nearly 63 percent of global population and 29 percent of global aggregate economy, the “Belt and Road” has tremendous market potential and is a must for Chinese enterprises to “go global”.
