On 26 June 2023, the 5th Grandall Rule of Law Forum was successfully held in Haikou, Hainan Province.  The forum was jointly hosted by Grandall Law Firm and China Institute for Reform and Development (CIRD).  Over 260 famous legal experts, economists, lawyers, and media representatives gathered to discuss how to serve the high level of opening up to the outside world in accordance with the law. 

CHI Fulin (President of CIRD), Teresa Cheng Yeuk-wah (former Secretary for Justice of the Hong Kong Special Administrative Region), WANG Wen (Executive Director of Chongyang Institute for Financial Studies of Renmin University of China), ZHU Chenghu (Former Dean of National Defense University's School of Defense Studies and Rear Admiral of the Chinese People's Liberation Army), and WU Shicun (Chairman of the Board of Huayang Institute for Research on Maritime Cooperation and Ocean Governance and Chairman of the Academic Committee of the China Institute for South China Sea Studies) attended the forum and delivered keynote addresses thereon.
